In Canada, it is against the law to buy, sell or trade owls. It is in fact illegal to have any of our birds of prey (alive or dead) without the proper permits.

This includes feathers as well. Not only do you need permissions, but you must also be aware of owl needs, species, and Strigiformes family before you decide to take one home with you.
